Also the motor can only assist, rather than replace pedalling.[39] 250-1000 W electric motors can be used, with proper insurance and are classified as L1e-A- class motorised bicycles according to EU-regulation. A L1e-A- class motorised bicycle must be insured for usage in public roads and must be limited to 25 km/h. Assist without pedalling is allowed for L1e-A -vehicles. A 250 W bike which provides assist without pedalling will be automatically considered as a L1e-A motorised bicycle which must be insured.
